Terms of service

The agreement

Last updated Thursday, 3 September 2026. Published by Web-enabled On-demand Network Services.

What this covers

These terms apply to anyone with an account. Creating one means you accept them. If you are accepting on behalf of a company, you are confirming you may bind it.

Your account

  • You must confirm your email address before the account opens. Nothing works until you do.
  • You are responsible for what happens under your account and your API keys. A key is a bearer credential: whoever holds it can spend your credit.
  • Keys are shown once, at the moment they are issued. We cannot recover one for you — revoke it and issue another.
  • Repeated failed sign-ins lock an account temporarily. This protects you and we will not disable it.
  • You may add colleagues and set what each of them can do. An owner is responsible for that list.

Credit, and what happens to it

  • The service is prepaid. You buy credit and messages draw it down.
  • Charging is per segment, not per message, at the rate for your tier when the message is accepted. A longer message is more segments and costs more. The composer and the API both quote the exact figure before you commit.
  • A rate change never applies backwards. Messages already sent keep the price they were accepted at.
  • Sandbox traffic is simulated, reaches no handset, and is always free.
  • Credit is not money and does not convert back to money. It buys messages on this platform and nothing else, it is not transferable to another account, and we do not pay it out in cash — except where the law requires us to, or where we have taken money for something we then could not provide.
  • Prices are in US dollars. If you pay in ngultrum, the rate used is the one recorded on your invoice, and changing the rate later never rewrites an invoice already issued.

When we give credit back, automatically

You do not have to ask for any of these. They happen on their own.

  • A message you cancel during its undo window — about 15 seconds by default — is refunded in full.
  • A message that fails permanently, or that a carrier reports as undelivered, is refunded.
  • A message we could not hand to a carrier after 5 attempts is failed and refunded.
  • A message still waiting after 24 hours has outlived its usefulness. It is expired and refunded rather than delivered late.

Each refund is keyed to the message, so the same message can never be refunded twice, and you can check every one of them against your own ledger.

What we do not promise

  • We cannot guarantee delivery. Nobody in this industry can. A handset may be off, out of coverage, barred, or the number may no longer exist, and a carrier may refuse or drop a message for its own reasons. We promise to hand your message to a carrier and to report honestly what came back.
  • "Sent" is not "delivered", and we will not conflate them. Submission means a carrier accepted it. Only a delivery receipt means a handset received it, and not every route returns one.
  • A sender ID may be replaced by the network. Some carriers only deliver under a name they have registered themselves. Where that happens we tell you, per recipient, in the response.
  • We do not promise uninterrupted service. We will tell you about planned maintenance where we can.

What you must not send

This is the part we enforce hardest, because the cost of getting it wrong is paid by people who never agreed to anything. You must not use this service to send:

  • Messages to people who have not agreed to hear from you, or who have asked you to stop.
  • Anything designed to deceive — phishing, fake delivery notices, fake bank or government messages, or one-time codes for a login that is not yours.
  • Messages under a name you are not entitled to use. Sender IDs are checked against a reserved list and approved against a business licence, and we revoke them without notice when a claim turns out to be false.
  • Anything unlawful, or anything that would put our carrier agreements at risk.

We may suspend an account immediately for any of these. Where the cause is fraud or impersonation we will not give notice first, because notice is what lets somebody finish a campaign.

Suspension, and ending the agreement

  • You may stop using the service at any time. Ask us to close the account and we will.
  • We may suspend an account for the reasons above, for non-payment, or where we are legally required to.
  • On closure your message records are deleted on the retention schedule in the privacy policy. Invoices and ledger entries are kept, because accounting records must be.

Liability

We are liable for what we do wrong. We are not liable for what a message does — a decision somebody made because of it, a transaction that did not happen, revenue you expected. Our total liability is limited to the credit on your account, and to any money we took for something we did not provide.

Nothing here limits liability that cannot lawfully be limited, including for death, personal injury or fraud.

Changes

We may change these terms. Material changes are announced before they take effect, and the date at the top of this page is when it last changed. Continuing to send after a change means accepting it.

Governing law

This agreement is governed by the laws of Kingdom of Bhutan, and its courts have exclusive jurisdiction.

Talk to us first

Most disputes are a misunderstanding about a number, and a number can be checked. Email hello@wons.bt before anything else.
